North Kivu stopped for a day

On Monday Beni, Butembo and their neighbours closed schools, markets and fuel stations so the Ebola message could be heard. The clinics stayed open, which was the point.

A shut market is a strange tool for public health, but on Monday North Kivu used one.

The day. Radio Okapi reported that economic activity and schools stopped in Beni, Butembo, Oïcha, Lubero-centre and Kasindi-Lubiriha on Monday 19 October1. Schools, markets, small shops and fuel stations closed. Few motorbike taxis ran, and police set up checkpoints to enforce the measure1. A provincial notice signed on 9 October set the rules. Health facilities, pharmacies, Ebola response teams and security services kept working2. The day was agreed with civil society, religious groups and business, and was meant both to honour the dead and to win support for the response2.

The numbers behind it. Governor Évariste Somo Kakule cited the rise in cases. “As of 17 October 2026, we have 1,252 deaths. The case fatality rate is estimated at 60%,” he said (our translation)1. The provincial count on 8 October was 1,859 confirmed cases, 1,110 deaths and 496 active cases2. ECDC’s page, updated on 19 October, lists North Kivu at 2,036 confirmed cases and 1,156 deaths from 17 of the province’s 34 health zones, using data up to 17 October3.

Desk arithmetic (labelled). ECDC’s figures give a fatality share of about 57% among confirmed cases in North Kivu. The governor’s 1,252 deaths are higher than ECDC’s 1,156 confirmed deaths. The provincial figure is probably counted on a wider basis, so do not treat the two as one series.

What it is for. Radio Okapi says some health zones still resist the response1. That is why the day matters more than its closures. ECDC says 80% of identified contacts across the affected provinces are under follow-up3. The remaining fifth is where outbreaks grow. A vaccination campaign began in Beni on Friday 16 October1. Trust brings people to the door when the tracing team knocks, and a day of shared mourning helps build that trust.

What to watch

  • ECDC's next weekday update: whether North Kivu's count of affected health zones (17 of 34) holds.
  • Whether the share of contacts under follow-up rises above 80%.
  • Uptake reports from the vaccination campaign launched in Beni on 16 October.
Desk comment

A town that shuts for a day to listen is not giving up. It is taking part in the response.
